Mission Statement

Loudoun Youth, Inc. is a 501(c)(3) nonprofit organization established to coordinate community resources to assist in the development of youth programs and to create leadership opportunities for young people.

The History of Loudoun Youth, Inc.

In 2005, Loudoun County was changing fast, more neighborhoods, more schools, more families and more young people in need of support, direction, and inspiration. Amid this surge of growth, one woman saw what others didn’t. Carol Kost didn’t just see numbers; she saw potential. She believed that young people weren’t just the future of Loudoun, they were the heart of its present.

So she started Loudoun Youth, Inc. not with a large budget, not with sweeping promises, but with a simple, powerful idea: what if we created space for youth to lead, grow, and shape their community?

What began as a dream in 2005 has since become a vibrant, county-wide movement that has impacted tens of thousands of young lives. Over the past 20 years, Loudoun Youth has become a powerful force in shaping the culture and future of this county, not through grand speeches or shiny buildings, but through the voices, passions, and projects of our youth.

We built leaders when others built fences.
We created a community where others saw statistics.
We gave teens the mic, the platform, and the trust.

From launching the Claude Moore Community Builders program to teach real-world skills through service, to empowering teen entrepreneurs, artists, public speakers, advocates, coders, and volunteers, our programs are rooted in one truth: when youth are seen, heard, and challenged, they transform everything they touch.

We’ve created stages for rock bands and roundtables for policy discussions. We’ve taught students how to debate and how to donate their time. We’ve matched teens with mentors, internships, and, most importantly, with each other.

Our programs now carry the weight of 20 years of trust and innovation. We don’t compete with others, we
complete them:

We are leadership.
We are creativity.
We are service.

We are what happens when you believe that young people deserve a seat at the table, and then hand them the gavel.

This isn’t just our story. It’s Loudoun County’s future, written by its youth, one bold chapter at a time.
